Congressman Mike Lawler of New York’s 17th District has been recognized as the most effective freshman lawmaker in the 118th Congress, according to the Center for Effective Lawmaking (CEL). He ranked sixth among House Republicans and eighth overall, surpassing many committee chairs.
Lawler’s approach is described as bipartisan and common-sense, focusing on collaboration with both parties. During his first term, he introduced 58 bills; seven passed the House, and one became law. Five others were incorporated into larger legislative packages that were signed into law.
Notably, H.R. 9106, the Enhanced Presidential Security Act of 2024, was enacted as a standalone bill. Other successful incorporations include the Special Envoy for the Abraham Accords Act and the Undetectable Firearms Reauthorization Act.
The CEL report places Lawler in its “Exceeds Expectations” category for outperforming peers based on party status, seniority, and committee positions. The nonpartisan research center is co-directed by scholars from the University of Virginia and Vanderbilt University.
Lawler expressed his commitment to providing solutions for his district: “From day one, my focus has been on delivering common sense solutions for the hardworking people of my district.” He emphasized that effective governance doesn’t require seniority or chairmanship but rather determination and willingness to collaborate across party lines.
Representing a district just north of New York City encompassing Rockland, Putnam, Dutchess, and Westchester Counties, Lawler has been praised for his pragmatic governance style. His performance highlights his dedication to bipartisan problem-solving.
