On May 24, 2023, Congressman Mike Lawler (NY-17) released the following statement about his vote against overriding President Biden’s veto of H.J. Res 39.

"I said when I voted no on H.J. Res 39 last month that I believed the legislation would unilaterally punish American companies for seeking materials elsewhere that were not yet readily available in the American market. Unfortunately, my concerns about this bill remain the same. As I said in April, preventing American companies from accessing equipment they need while we make the shift away from our reliance on China would needlessly harm the US economy. A big part of why I supported H.R.1 - The Lower Energy Costs Act - was to ensure that our country produces the equipment and raw materials needed to build more solar panels and solar equipment. An all-of-the-above approach to energy is required as we turn the corner on transformational technologies, especially in the green energy sector. But until we have the materials needed readily available in the American market, we cannot unilaterally punish American companies for seeking them elsewhere. That’s why I voted no on H.J. Res 39 and voted against overriding the President’s veto of it." 

New York's 17th Congressional District is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties.
