Lawmakers reintroduce bill to address doctor shortages with expanded visa program

Reps. Mike Lawler and Yvette Clarke have reintroduced the Doctors in Our Borders Act, a bipartisan effort aimed at addressing physician shortages across the United States. The bill proposes expanding the Conrad 30 program to allow states to issue 100 waivers, instead of the current 30, to foreign graduates of U.S. medical schools on J-1 visas. This expansion would enable these doctors to remain in the U.S. if they work in designated underserved areas.

Rep. Lawler stated, "This is a commonsense solution to help address physician shortages impacting communities across New York and the entire country." He emphasized the urgency by noting a projected shortfall of over 120,000 doctors in the next decade.

Rep. Clarke echoed this sentiment, stating, "As medical facilities in New York and across the nation continue to face staffing shortages that are leading to real harm for patients, it’s become abundantly clear a legislative solution is necessary."

The Association of American Medical Colleges (AAMC) has expressed support for this initiative. Danielle Turnipseed from AAMC commented on its potential benefits: "Addressing workforce shortages and improving the health of people everywhere are key AAMC priorities."

Jonathan Teyan from Associated Medical Schools of New York (AMSNY) highlighted that "the Doctors in Our Borders Act will expand the J-1 visa waiver program," which he considers essential for maintaining a competent physician workforce.

Various organizations have endorsed this act, including Community Health Care Association of New York State (CHCANYS), Greater New York Hospital Association (GNYHA), and Suburban Hospital Alliance of NYS.

Additional cosponsors include Reps. Jim Baird, James Moylan, Shri Thanedar, Maria Elvira Salazar, Juan Ciscomani, Don Davis, Seth Moulton, Josh Riley, and Ashley Hinson.

Congressman Lawler represents New York's 17th Congressional District.
