Bipartisan bill aims to increase public transit use through employer incentives

Reps. Mike Lawler of New York and Jake Auchincloss of Massachusetts have reintroduced the Supporting Transit Commutes Act (STCA) in an effort to boost public transit ridership and reduce traffic congestion. The legislation encourages employers to subsidize transit for their employees by restoring the deductibility of transportation fringe benefits.

The bill has garnered support from several organizations, including the Association for Commuter Transportation (ACT), the Amalgamated Transit Union (ATU), the Community Transportation Association of America (CTAA), the National Association of Counties (NACo), the Society for Human Resource Management (SHRM), and the Transport Workers Union (TWU).

Rep. Lawler highlighted the financial strain on families in his district due to commuting costs, stating, “Many Hudson Valley families are already struggling with the high cost of commuting, and now the MTA’s decision to offer discounts only to New York City residents adds insult to injury.” He emphasized that the STCA would assist employers in providing critical transit benefits.

Rep. Auchincloss noted that investments in transit can lead to improved urban environments and commutes, saying, “Investments in transit & walkability make for cleaner, more vibrant downtowns and better commutes for riders.”

David Straus, Executive Director of ACT, expressed support for transit subsidies as a benefit that enhances job access and sustainable transportation. “When employers offer them, it’s a win for workers and a win for our communities' mobility,” he stated.

Scott Bogren from CTAA pointed out that tax incentives are crucial for public transit agencies as they foster partnerships between employers and local transit services. John Samuelsen from TWU also endorsed the act, asserting that it will encourage public transit use while reducing vehicular congestion.

The STCA allows full deductibility for transit subsidies provided by employers and includes provisions where employers offering only pre-tax options can deduct 50 percent of withheld amounts.

Congressman Lawler is recognized as one of Congress's most bipartisan members, representing New York's 17th Congressional District north of New York City.
